Honorary NPCC officer jailed for sex offenses against 2 teens


SINGAPORE: An honorary officer of the National Police Cadet Corps (NPCC) was sentenced to 10 months in prison and one stroke of the cane on Thursday June 23 for committing sexual offenses against two teenagers.

He pleaded guilty to one charge of lewd act with a child under 16 and indecent exposure.

Six other similar charges, including offenses against two other teenage victims, were considered for sentencing.

The identity of the victims and the perpetrator is protected by a gag order. The age of the offender was also removed from court documents.

An honorary officer is an adult leader deployed to assist teaching officers in training NPCC cadets at the school, according to the Singapore Police website. They receive training at the Home Team Academy.

As an honorary officer, the offender’s rank in the school’s NPCC unit was second only to teaching officers. Both victims reported to him.

The court heard that in 2016 the first victim, identified as A2 in court documents, was a member of the NPCC unit.

In June of that year, the offender was driving A2 from his home to school for a morning NPCC activity.

When they arrived too early and were unable to enter the school, the attacker drove to a parking lot near the boy’s house. He then moved to the rear passenger seat, sat next to A2 and touched the boy’s private parts.

A2 felt uncomfortable and did not consent to being touched, but was too scared to resist because the assailant was in a position of authority over him, according to court documents.

The second victim, identified as A1, worked closely with the perpetrator and visited his home several times a week in 2017. They discussed NPCC-related issues in the man’s bedroom or watched movies together.

Over time, the perpetrator became physically more intimate with A1, moving from holding his hand to kissing him on the cheek.

The attacker told A1 he was physical in order to “break the barrier” between them, according to court documents.

A1 was not comfortable with these advances but kissed the offender’s cheek because he felt compelled to do so.

This progressed until the perpetrator started touching A1’s private parts in his bedroom, without the boy’s consent. He did it five times in 2017, until July of the same year.

On July 20, 2017, the school director made a police report on the behavior of the attacker.

The prosecution requested a prison sentence of 10 months to a year, arguing that the offender had a habit of abusing his authority as a superior officer to make physical advances to his subordinates.

The penalty for indecent exposure is up to two years in prison, a fine, caning or any combination of these penalties.

The penalty for committing a lewd act with a child or young person is up to five years in prison, a fine of up to S$10,000 or both for a first offender.

Repeat offenders can be jailed for up to seven years, fined up to S$20,000 or both.
